Apply the PEMDAS rule to solve. 

Multiplication    ⇒   3*6 = 18

Rewrite            ⇒   3-18 + 2

Straight across since we have opposite operations     ⇒   3- 18 = -15

-15 + 2 = -13

Answer:   -13

Follow PEMDAS.

P = Parentheses 
E = Exponents 
M = Multiplication
D = Division 
A = Addition
S = Subtraction 

3 - 3 × 6 + 2 = ?
3 - (3 × 6) + 2 = ?
 3 - 18 + 2 = ?
15 + 2 = -13

So, 3 - 3 × 6 + 2 = -13.
