A synecdoche is when a part represents the whole, or vice versa. In this case "the hands" represent the sailors. The person making this call does not expect their to be a whole bunch of hands flopping onto the deck of the ship. He means that something is happening and they need all of the sailors to get out from below deck, get on deck, and help out.
