The exact perimeter would be [tex]2 \sqrt{5}+2 \sqrt{13} [/tex].

The final point of the parallelogram will be (5, -1). If you make this point, you can use the Pythagorean Theorem to find the distances of each side.

The length will be the square root of 13 and the width will be the square root of 5. Just add two of each together and you get your answer.
