How do scientists determine if an object is moving away from the earth or towards earth?

They can use radio waves, as in the send out a radio wave and wait to see how long it takes to come back. If they send it out again the next time and the radio wave takes longer to come back, then the object has moved farther away. Also if you can see the object from earth using a telescope or satellite, then they'll just use pictures and logic.
