Is coal or water more expensive to create? Which is more expensive to use?

Hey there! :D

Water can be found in everything. It is a mass resource. You have to create coal. You have to burn wood and make it. It is most likely more expansive. Coal is more expensive to use as well. Water is in big supply, while, we have to make coal and then buy it as a limited resource.
