United States ships transported French exports (restricted exports by British) through customs at United States ports and then re- exported them as American produce.

The  British Rule of 1756 says that any trade closed during peace time could not be opened during war time. So the American traders came up with Broken Voyages and thus evaded the British Rule of 1756.
