I assume you mean 1/13 of a wall.

This means in 14 hours you paint one piece of a wall that is divided equally into 13 sections. If we paint all 13 of those sections, we get that 13 * 14 = 13 * 10 + 4*13 = 130 + 52 = 182 hours.
