Okay,

A third of $18, is $6
and if he has twice the amount of a third of 18 dollars
that equation would be 2 * 6 
Which would equal $12
So Matt has $12

Carolyn has $23 more dollars than Matt
12 + 23 = 35

So your answer would be:
Carolyn has $35
