Assuming that the line you ask is y = 3x + 2.
 If the lines are parallel then both have the same slope m = 3.
 To pass through the point (3,8) we write the general equation of the line
 y-yo = m (x-xo).
 where,
 (xo, yo) = (3,8)
  m = 3
  So
 y = 3 (x-3) +8
 Rewriting
 y = 3x -1
