Parallel means the same slope, because parallel lines go on forever, but never meet. Therefore, we need to use the equation y-mx+b, in which we sub in the point for x and y and 2 for m (the slope). Then we solve for b for the equation.
y=mx+b
y=2x+b
-13=2(-6)+b
-13=-12+b
-12+12=b
b=-1
Therefore the equation is y=2x-1
