Garry is likely a frotteur. Frotteurism is unpleasant but harmless form of paraphilia which involves sexual excitement by watching naked bodies or sexual intercourse, but without consent of the person which being watched. In this form of sexual deviant behavior, sexual excitement is achieved by touching or rubbing ones private parts from others people bodies in public places (concerts, traffic..).
