How did those who did not embrace individualism or social darwinism believe society's problem could be fixed ?

Many of the people who did not believe in social darwinism, believed that some people in society were just doomed to fail because of circumstances in life, not do to not wanting to be better. They believed in improving these circumstances in peoples lives. They believed things like public education and feeding the poor could help more than only letting the strong survive.
