Answer: Non-germnating won't sprout and develop into a plant. These are normally seeds that have been murdered by an assortment of techniques (e.g., warming, radiation,...). For instance, flying creature sustaining seeds would be sold as non-sprouting, since they are particularly to feed, and germination while putting away them would be unwanted.
