The legal right to expatriation means that you have the right to renounce your citizenship.
Expats are people who are no longer living in their original country of birth and don't have the citizenship of their native country anymore. Just like immigrants can apply for citizenship in a foreign country, native people can renounce their original citizenship and apply for another one.
