One of his actions included army reform. Of course the Reichstag refused to just give the money necessary fo this reform, so he collected the money through normal taxes. Another accomplishment involved Bismark removing Austri (rival) from the Bund. Also, he made Berlin the center of German affairs (Vienna was that main rival). The final accomplishment is that he strengthened King William I, and countered demand reforms from those in the Reichstag.
