Why is the "county organization" in need of reform?

County organization is in need of reform due to the growing size of American cities and towns. Originally, counties were developed to handle the affairs of the political units, within which municipal governments existed; however, as America's cities and towns have continued to grow and sprawl, they have begun to cross over county lines to the point where some cities can occupy portions of numerous counties. These creates an issue where county governments and municipal government class on multiple levels.
