[tex](x+5)^2 +(y-8)^2 = 1[/tex]

[tex](x-h)^2 +(y-k)^2 = r^2[/tex]

then the center of the circle is 

[tex](h,k)[/tex]

So the center of the circle for your question would be:

(-5, 8)
