we know that

[tex] 19 [/tex] hundred thousandths is equal to

[tex] \frac{19}{100,000} =0.00019 [/tex]

and

[tex] 0.00019 [/tex] in scientific notation is equal to

[tex] 0.00019=1.9*10^{-4} [/tex]

therefore

the answer is
