Ok, the equation for a line is y=mx+b where m is the slope and b is the y intercept. For 2 lines to be perpendicular, their slopes(m's) have to multiply to -1. Therefore, we can set up -7/4*x=-1 to find the slope of the perpendicular line. x then would equal 4/7 or C.
