You can solve this using substitution.
x-9=2y is x=2y+9
So instead of writing x, we can write 2y+9
Therefore, x+3=5y can also be 2y+9+3=5y
Now we can solve for y
2y+12=5y
Subtract -2y from bothsides
12=3y
Divide  from both sides
4=y
Know for the other equation we can substitute y for 4
x-9=2(4)
x-9=8
Add nine to both sides 
x=8+9
x=17
To Check:
Subsititue the variable for the numbers.
17-9=2(4)
17-9=8
8=8

17+3=5(4)
17+3=20
20=20

x=17 y=4
