The terrifying reason they won't declare the pandemic over is that new viruses are emerging. We are still not finished with C0vid-19, but it has improved, and we are now dealing with Omicron variants 1 and 2. The pandemic cannot be declared over until we are certain that the environment is truly safe. We are no longer trapped inside, but we are still in a pandemic in some ways.
