Answer:

Points ( 0, 13) , ( 30, 18) , ( 90 ,28)

Rate = y2-y1/x2-x1

Rate = 28-13 / 90-0 = 1/6 inches / Mins

Or

Rate = 18-13/30-0 = 1/6 inches / Mins
