If [tex]f(x) = |2x+1|+5[/tex], then [tex]f(-3) = |2(-3)+1|+5[/tex].  You replace all x's in the function with -3.

   [tex]\begin{aligned}f(-3) &= |2(-3)+1|+5\\[0.5em]&= |-6+1|+5\\[0.5em]&= |-5|+5\endaligned}[/tex]

Finish by evaluating the absolute value and then adding that to the 5 that's behind the absolute value.
