A line parallel to y=-5x+3 has the same slope;
Slope intercept form of a line;   y=mx+b
m=slope;
 In this case; the slope of y=-5x+3 would be m=-5

Point-slope form of a line: we need a point (x₀,y₀) and the slope "m".
y-y₀=m(x-x₀)
We know the point (3,1) and the slope (m=-5); therefore:

y-y₀=m(x-x₀)
y-1=-5(x-3)
y-1=-5x+15
y=-5x+15+1
y=-5x+16

Answer_:   the equation would be:     y=-5x+16
