Make the equation into slope-int form:
6x + 9y = 2
9y = -6x + 2
y = (-6/9)x + 2/9
y = (-2/3)x + 2/9

9x + 6y = -3
6y = -9x - 3
y = (-9/6)x - 3/6
y = (-3/2)x - 1/2

In order for a line to perpendicular the slope needs to be an opposite reciprocal of the other. If our first slope is -2/3 then the opposite reciprocal should be 3/2 but, we found out that our second slope is -3/2 not 3/2 therefore, it will not perpendicular.
