Why is it NOT necessary to use the words clockwise & counterclockwise when describing a rotation of a 180° angle?

Because you could be rotating clockwise OR counterclockwise.

It does not matter because if you did two 180 degree angles, and you did one clockwise and one counter-clockwise, you would still get the same look of angles
