y = 3/2 x + 9/2

3x - 5 = 2y

3/2 x - 5/2 = y

y = 3/2 x - 5/2, slope of this line m = 3/2.

For parallel line slope is the same.

y = mx + b

y = 3/2 x + b

Using point (-1,3) , we can find b.

3 = (3/2)*(-1) + b

3 = -3/2 + b

b = 3 + 3/2 = 6/2 + 3/2 = 9/2
