slope is 2: y intercept is 7

-4x + 2y = 14

2y = 4x + 14 

y = 4x/2 + 14/2

y = 2x + 7      comparing to y = mx + c, slope =  m, and y intercept = 7

m = slope = 2,   y intercept = c = 7
