Hi there! A perpendicular line takes the NEGATIVE reciprocal of the given slope. For instance, if i had a line that was a slope of 2, the perpendicular line would be -1/2. The same applies to the problem in the picture. Remove the negative sign, and flip the numerator and denominator giving you y=3/5
