What is Gandhi's relationship with the lion? Does Gandhi regard the British as "the enemy"?

The lion represents the British and I believe that the question refers to a comic in which Gandhi is salting the tail of the lion, with the attempt of catching it and pacifying it - this originates from a tale in which a bird was caught after pacifying it in this manner.

According to this interpretation, Gandhi is not seeing the British as an enemy but rather as something that needs to  be pacified, not destroyed.
