This is spoken language, so you need quotation marks and commas.  It should look like this:  "I'm getting thirsty," Jackie whined.  You could also reverse it and write it like this: Jackie whined, "I'm getting thirsty."  Make sure that the period or question mark goes INSIDE the quotation marks.
