If we start with the graph y = 2|x|  this has a vertex at the origin (0, 0).  When x = 0 y = 0 and the absolute value lines about the x indicate that all values of y are positive. The -3  translates it  3 units to the right to point (3,0). The + 1 moves it vertically up 1 unit

So the vertex is at the point (3, 1)  (answer)
