The slope perpendicular to [tex]y=-4x-1[/tex] is the negative reciprocal, or [tex] \frac{1}{4} [/tex].
We want it to pass through the point (-2,7).

[tex]y-7= \frac{1}{4}[x-(-2)] [/tex]
