First you have to find what y is when x is -3
y = 3(-3) - 4
Multiply
y = -9 - 4
Subtract
y = -13
The line goes through point (-3, -13)
The line we are making goes through point (-3, 2)
Count how far up the line we are making is
-13 + 15 = 2
The line we are making is 15 units up
We add 15 to the y-intercept part of the original equation
y = ? - 4 + 15
y = ? + 11
Since they are parallel the slope is the same
The answer is y = 3x + 11
