The correct answer is B) 1/16.

We use the quotient rule of exponents; when dividing two powers that have the same base, subtract their exponents:
4⁷/4⁹ = 4⁷⁻⁹ = 4⁻²

Negative exponents tell us that we should "flip" sides of the fraction; this would mean we have
(4²)⁻¹ = (4²/1)⁻¹ = 1/4² = 1/16
